19 of Medvedev's twenty-one victories have been won on hard surfaces
A revitalized Medvedev won his initial championship for over two years with success over Frenchman Moutet in the competition final.
The Russian, a former number one, has had a difficult period, managing just a single victory at the major tournaments and undergoing a setback at the US Open.
Medvedev's inconsistency on the ATP Tour - and issues with his service game in specific - resulted in him exiting of the elite rankings and finally splitting with long-time mentor Gilles Cervara.
Now working with Johansson and Goetzke, the tennis star has gradually progressed in the last few weeks - climaxing in a hard-fought competitive win over challenger Moutet.
This represents Medvedev's initial championship after the Rome competition and maiden on a hard court since March of the previous year.
Victory also signifies the Russian has achieved 21 victories at 21 different competitions.
"For the first time I'm at a competition with my both daughters at once, so to secure a trophy is particularly special," commented ranked player Medvedev.
"This title is in honour of my child Victoria, because the initial championship I got when my child my daughter was delivered was for her."
Medvedev, the past champion, had lost his last six title deciders, featuring in that event in the past months.
The player's counter-punching approach and regular outbursts on the playing surface had prompted observers to doubt if his skill to play at the elite level was finished.
Yet the athlete has implemented adjustments in the last few weeks, making an effort to advance forward and perform assertively, supported by an enhanced serving game.
The champion fought back from a deficit in the initial set against the challenging opponent, winning 4 of the concluding five games to take the lead.
Both players traded service breaks in the following set before the Frenchman, striving for his first ATP Tour victory, seized the initiative to push for a final set.
He rescued four initial chances in a tight final set before Medvedev secured a break to 15 to serve for the match.
Fittingly, Medvedev earned victory with a shot at the net area, with the Frenchman unable to handle a return after a lengthy match.
