Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are fought: positive announcements are issued from different nations. Significant resources is allocated on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, war remains the key method for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through current data. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles flew past – advanced fighter aircraft provided to Ukraine by European allies.
Moments later, Kyiv's anti-aircraft weapons activated: defensive missiles targeted at a hostile projectile. This was a advanced protection mechanism at work, probably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly becomes grim resignation: possibly the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.
Persistent Threats
Following this, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its destination.
Periodically, this continued until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on Western support – a dependence that neighboring countries are demonstrably unable to fill in the short term.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, certainly, continue.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership operates on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unrealistic to pressure the Kremlin to abandon the areas that it already controls in Ukraine's south or east.
The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from assuming that the situation will not shift further in its benefit in the coming year.
Conflicting Perspectives
Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but avoiding a total frontline collapse until situations evolve in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a armistice. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
